MALACAÑANG has spoken and it’s official. Interior Undersecretary Rico Escalona Puno is untouchable.

Malacañang said there was not enough basis to file administrative or criminal charges against Interior Undersecretary Rico Puno in connection with the August 23 hostage fiasco. Eight Hong Kong nationals were killed that day. Maybe 10 or 12 would have nailed him, right?


Rejecting the recommendation of the Incident and Investigation Review Committee (IIRC), Malacañang absolved both Interior Undersecretary Rico Puno and former PNP Chief Jesus Versoza of any administrative or criminal liabilities in connection with the August 23 hostage fiasco. That makes Puno and Versoza the “ultimate recipients” of Malacañang’s kindness.


Sanctioned
Malacañang’s legal review panel has recommended the filing of administrative charges against only eight officials in connection with the Aug. 23 hostage crisis. The eight officials represent the eight Hong Kong nationals killed.

Robredo and Puno
It’s confirmed! President Aquino met with Local Government Secretary Jesse Robredo and Interior Undersecretary Rico Puno Sunday night, October 10. The meeting started calmly with the President telling Puno and Robredo, “No hitting below the belt, no head-butting, no kicking.”

Local Government Secretary Jesse Robredo and Interior Undersecretary Rico Puno met with President Aquino Sunday night. According to Robredo, it was a “very cordial meeting.” In fact, when Puno and the President started talking about guns, Robredo acted as if he was interested.

According to Secretary Jesse Robredo, he met with President Aquino and Interior Undersecretary Puno last Sunday in Bahay Pangarap… totally dispelling rumors they were sighted that same night at the Elorde Gym.

Secretary Jesse Robredo said his meeting with President Aquino and Undersecretary Puno last Sunday night “went well for all parties.” In fact, when the meeting was over, Executive Secretary Jojo Ochoa said, “Let’s drink to that!”

President Aquino revealed that he has ordered Local Government Secretary Robredo and Interior Undersecretary Puno to start “acting as one.” The two officials admitted it was hard to act but they’ll try.

Isko Spared
Malacañang says there’s no legal basis to file any case against Manila Vice Mayor Isko Moreno. Instead, they commended him for acting president during the hostage crisis.

Manila Vice Mayor Isko Moreno has been cleared by the palace’ legal review panel. Do you remember when Manila Mayor Alfredo Lim said, “Ang pakiusap ko lang ho, alisin n’yo na lang si Vice Mayor Isko Moreno sa idedemanda. Ako na lang ho ang idemanda n’yo?” Well, request granted!

No criminal charges will be filed against Manila Mayor Alfred Lim. However, he was admonished for his “ham acting” in front of the media. (“Pulis lang! Pulis lang ang magpapakamatay! Remember that! (suntok sa mesa) Pulis lang!”)

Tulfo and Rogas, Too
Malacañang did not recommend the filing of charges against RMN’s Michael Rogas and Erwin Tulfo. However, Tulfo was reprimanded for his fake American accent during the IIRC hearing.

Maria Ressa Resigns
The reform-minded Maria Ressa has resigned from the Kapamilya network. The former CNN Jakarta Bureau chief is leaving the snake pit that is ABS-CBN. Ressa will be replaced (effective Oct. 18) by ANC’s North American bureau chief Ging Reyes, one of the bridesmaids of Korina Sanchez.

A source revealed Ressa could be “bully” sometimes but her independence, and high standards were instrumental in weeding out the corrupt and the inept in the ABS-CBN News organization. As the Inquirer said, “this earned her not a few enemies in and out of the newsroom.”

One thing’s for sure though: India Aruba, Austria Zambia, and Ghana Switzerland are now rejoicing. Early Christmas for them. Happy days are here again.

With the changing of the guards, some news executives and reporters close to Ressa could also be on their (forced) way out. Australia Armenia, will you be next? But Gambia Zaire knows for sure, “my days are numbered.”

      It was obvious (at times in your face) that the Lopezes went all out for Noynoy as early as during the campaign period. Maria Ressa as Head of the News and Current Affairs must have exerted a lot of effort to assert editorial independence and impartiality, and salvage whatever credibility is left of their journalists. Now that Noynoy is president and the Lopezes are reaping their rewards, it is expected that the camel’s back will have to break at some point…and the last straw…see my comment above.

Plus the fact that Ressa having been honed not to compromise principles must have had things up to her neck with the kind of ill ethics and governance practiced by top honchos of ABS-CBN. In the Inquirer today, Ressa has been quoted to have wished her team “clarity of thought, stamina and courage to fight for what is right and avoid the compromise of mediocrity.”
        I was disappointed with her newshandling of the hostage-taking fiasco because I felt that she also in a way gave in to the ratings game when ABS chose to air live many of sensitive camera shots. But now I salute her for bowing out of ABS-CBN before she loses her soul to the devil.

    1. You are 100% right there. Sec. de Lima is holding on to the justice portfolio, meaning, LEGAL MATTERS ang forte ng department niya. Heads of other government agencies as a rule usually go to the Dept. of Justice to get opinions on legalities of certain sensitive actions, matters, issues and use the opinions to back up/strengthen their actions. And I guess this is exactly the same line of thought that P-Noy had when he tasked Sec. de Lima to head the IIRC. If this early at the start of P-Noy’s term, his Malacanang legal team and executive secretary already shot down many recommendations in the IIRC Report headed by Sec. de Lima because they find many of the recommendations without any legal basis to prosecute (and apparently P-Noy agreed with them), what does that make of Sec. de Lima’s legal acumen? It gives a very bad mark on her ability to dispose of the functions of a justice secretary.

      remember what Kris said sa homily for Tita Cory? “Noy, kahit ano ka pa, tanggap ka namin” or words to that effect. Lots of eyebrows were raised, but no one made a big deal of it then… maybe out of respect to the late prez.

      2. i agree. his private life will remain an achilles heel and his enemies who are not too bright will eventually cotton to the truth and start a smear campaign. better to face things head on whilst ratings r high. use it to show some strength of character or cha cha will see him end up as puppet president. this will happen anyway unless he actually does some work and takes some difficult decisions.

I am happy if you are the Armenia Austria referred to by Mr. PH in this particular post…happy in the context/sense that you are of the same professional mold as Ms. Ressa. Now, wrt “force out”, I hope not, it’s ABS-CBN’s loss if it does. I notice that your positive attributes have caught their attention by this time. You are an ace in their sleeves esp. in the area of in-depth reporting and analysis. That’s the reason I became a fan of yours. You first caught my attention when you joined Ted Failon for a week last year in his M-F radio program over DZMM. I noticed that even Mr. Failon was impressed with his co-anchor that week. Btw, if I haven’t told you before, you did a very good job during the election coverage.

  11. Malayo pa ang tatahakin ng administrasyon ni Noynoy. Marami pa tayong makikitang pagkakamali AT (sana naman…) magagandang mga gagawin niya at ng kanyang mga tao…

    Ika nga, kung ano ang iyong tinanim, yun din ang iyong aanihin. Sa demokrasya kasi, ang nakakarami ang mas masusunod at si Noynoy ay ibinoto ng higit na nakakarami. Ito ay ang pagsabi na “boses ng tao” na dapat dinggin.

    Ngunit boses nga ba ng tao ito o naging makadamdamin lang ang naging pagpili nung nakaraang halalan? Kasalanan rin marahil ng dating pangulong Arroyo na dahil sa kanyang kalabisan ay talagang naghanap ng pamalit sa kanya na tatahak ng matuwid at tamang daan. Kayat walang nangyari sa mga kandidatong may kagalingan din naman na naiugnay ang mga pangalan sa kanya.

    Marami na tayong mga Pilipino sa ngayon. Ngunit ang masakit ay karamihan sa atin ay madaling madala sa matatamis na salita, mga pangako at (aminin natin…) sa papel na kulay dilaw na may imahe ng ama ng kasalukuyang pangulo…

    Masakit man aminin pero karamihan sa mga bumoboto ay kayang bilhin. Hindi ko po nilalahat pero kung iisipin nyo, bakit pinapaboran ng maraming politiko ang mga squatter? Sila na binibisita kung malapit na ang eleksyon. Sila na binibigyan ng mga benepisyo (libreng cake sa birthday, liberng sine, libreng sapatos at gamit pang eskwela… na sya namang pinagkikitaan din sa mga makamundong “biddings”) at hindi ginagawan ng paraan na iangat mismo ang kanilang kabuhayan.

    Masakit man aminin pero ang dukha nating mga kababayan ay nagagamit at patuloy na ginagamit dshil sng boto nila ay makapangyarihan… at madaling makuha dahil mababaw lang ang kanilang kaligayahan. Kaya’t sandamakmak ang gaya nila sa ating paligid at ikaw ay makakaasa na hindi sila aangat sa kanilang kinakaroonan dahil patuloy silang ginagamit at gagamitin para kumuha ng boto.

    Pinagpapatuloy pa ng kasalukuyang gobyerno ang nasimulang “patronage politics” ni dating pangulong Arroyo sa pagpapalaki pa ng perang ipamumudmod sa tinatawag nilang “poorest of the poor.” Sa akin lang po ay kung ang perang ito ay ginagamit sa pag-aangat ng kakayahang kumita ng mga dukha sa mga livelihood projects, cooperatives, community businesses (na pawang nagagawa ng mga NGO sa mas maliit na halaga) e di tunay na napaangat at natulungan ng gobyerno ang mga mahihirap. “Teaching a man to fish is to feed him for a lifetime,” ika nga. Ngunit mas pabor sila sa “monthly stipend” na P1,400.00 para pantawid daw ng mahihirap… na alam naman natin na maaaring kurakutin din at magkakaroon ng “ghost poor” (parang “ghost employee” sa gobyerno).

  14. Palibhasa malaki itong Puno kaya dumating man ang malalakas na alon di pa rin sya mabubuwal.

    Si PNoy todo banat sa mga diumano’y kapit-tuko ni expgma, todo depensa naman sya sa puno na ginagawa nyang tuko. darating ang araw ito mismo ang kakagat sa kanya.

    Dati naiinis ako sa hubby ko pag sinasabi nyang front lang daw si shalani at ang iba pang mga chicks na iniuugnay kay PNoy para masabing “macho” sya. ngayon 99.00% na akong kumbisido.

  15. There are so many comments alluding to PNOY’s real sexual preference. So what? What he does in the bedroom, as long as between two consenting adults, is not our business.

    Whenever Pnoy makes a bad decision, his sexuality is attacked as if it is such sexuality which leads him to those decisions.

    Bakit, kapag nagkamali ba ng decision si Gloria, FVR, ERAP inaatake din ba ang kanilang sexualidad? Discriminasyon ito sa mga middle aged single people who are most often presumed members of the LGBT As if being LGBT is a crime

    i’ve not been a big fan of abs cbn news since mel tiangco left. especially now that i only have TFC available in my place where they show nothing but biased news, mind numbing telenovelas and even more pathetic game shows. and i especially can’t stand their often times self-righteous newspersons

    1. i disagree. you can only keep your privacy, sexual preference and all, if you are a private person and not when you are a public official. what if this skeleton in your closet would be used to blackmail you to do certain acts that would be inimical to the interests of the state? the people needs to know especially if you are one who purports to run a transparent government.
