THE NATION ACCORDING TO NOYNOY

PRESIDENT BENIGNO SIMEON ‘Noynoy’ Aquino III’s first State of the Nation Address is over. Now, can anyone please tell me how to get a job at the MWSS?

Aquino’s SONA
President Aquino delivered his first State of the Nation Address Monday. It was direct to the point. Like a missile, the SONA hit its target – located somewhere in Hong Kong.

President Aquino’s first ever State of the Nation Address was short and direct. No frills, no gimmicks, no fanfare, no land reform, no economic goals, no foreign policy.

And then he vowed to quit target shooting on weekends and promised to work instead.

There was one awkward moment TV cameras failed to catch during the SONA. When President Aquino said, “Creating jobs is foremost on our agenda,” the four Abads in government chorused, “Taaama!”

The President also vowed to “strengthen the Witness Protection Program” – by establishing partnership with the La Salle Brothers.

On Monday, President Aquino let loose some bombshells. Not sure if it shocked many Filipinos but when TV cameras focused on former First Ladies Imelda Marcos and Luisa Ejercito, their faces barely moved.

President Aquino’s 35-minute State of the Nation Address was interrupted 29 times by applause… and at least 3 times by Aquino waiting for the applause.

Speaking before members of both Houses of Congress, President Aquino vowed, “Sa administrasyon po natin, walang quota-quota, walang tongpats; ang pera ng taumbayan ay gagastusin para sa taumbayan lamang.” The congresspersons broke into applause… with the heaviest of hearts.

A day before Aquino’s State of the Nation Address, former president and now, Pampanga Rep. Gloria Macapagal-Arroyo left for Hong Kong. As they say, flight is an indication of guilt.

Asked by the press if he was glad that his mother, former President Arroyo did not attend the SONA, Camarines Sur Rep. Dato Arroyo replied, “Okay lang. Kebs!” – to the delight of Prof. Danton Remoto who’s been looking for an ally in Congress.

Asked by the press if he was glad that his mother was not there to listen to President Aquino’s SONA, Camarines Sur Rep. Dato Arroyo curtly replied, “Okay lang. Kebs!” Last night, his wife Kakai Manotok-Arroyo wasn’t able to sleep well.

In other news…
Sen. Juan Ponce Enrile was re-elected president of the Senate. He got a total of 17 votes while his rival for the post, Sen. Alan Peter Cayetano got only 3 votes. Cayetano’s votes came from Joker Arroyo, Pia Cayetano, and Sharon Cuneta.

Belmonte By A Landslide
Voted by at least 227 congressmen, Quezon City Rep. Feliciano “Sonny” Belmonte scored a landslide victory against Albay Rep. Edcel Lagman for the Speakership of the House of Representatives. Belmonte’s win was “a walk in the pork.”

A total of 258 congressmen were present when the session opened at 10 am. In the race for House Speaker, Quezon City Rep. Sonny Belmonte got 227 votes while Albay Rep. Edcel Lagman got 29 votes. Surprisingly, Vetellano Acosta managed to get 2 votes.

Aside from Pampanga Rep. Gloria Macapagal-Arroyo who was in Hong Kong, and Cagayan Representative Florencio Vargas who passed away over the weekend, two other congressmen were absent when session opened at the Lower House: Ilocos Sur Rep. Ronald Singson, and Negros Occidental Rep. Julio ‘Jules’ Ledesma IV. One is a rich, alleged drug user who almost always gets away with it, and the other is Chavit’s son.

“The President is grossly misinformed, to say the least. According to the Bureau of the Treasury, the total cash disbursement or national government expenditures as of 30 June 2010 amounted to 788 billion 833 million pesos. In other words, 751 billion 767 million pesos or 48.78% of the budget remains unspent.”

dynamic ang militany groups na sinasabi mo. may ibat ibang organization within it. Ang bagong alyansang makabayan ay umbrella org ng mga orgs. may farmers group na kilusang magbubukid ng pilipinas, meron ding workers group na kilusang mayo uno- oo hindi sial mayayamang organisasyon pero may mga dedicated members sila, they can launch protests kahit singkong dulinglang ang badyet. bago pa nauso ang re-use and recycle ginagawa na nila yan. pero mas complex pa jan ang dynamics ng “militant groups”. meron din silang ibat ibang support groups. nariyan ang ibat ibang government workers union mula sa housing hanggang sa health. meron silang strong church base support. kahit ang philippine nurses association and some doctor groups sumasama sa kanila. heck pati abs-cbn workers union kasama nila. baka ikaw na nga lang ang hindi kasama. so i hope that your query ay isang inosenteng tanong at hindi para i malign sila. ako ay kabahagi ng “militant groups” na sinasabi mo, oo may real job ako as a nurse ng isang government specialized hospital, but i chose to side with the people and thier movement kaya ako “militante”. at OO, nag aambag kami ng aming mga sahod (usually ang aming hazard pay that amounts to 20% of our sahod iniaambag namin pag may pagkilos) demonize us hanggang gusto ninyo, tuloy lang kami sa paglilingkod at pakikibaka. sa kahuli hulihan, makikita kung sino ba ang relevant sa dalawa ang “militanteng” kilusan o ikaw, kayo kayo na mga nangungutya.

p.s. i know its a joke at alam kong sobrang patol na ako perp mr heckler, you might wanna check our People’s health agenda- is our nine point suggestion for aquino. pinagtulong tulungan po ito nga ibat ibang health orgs like the health alliance for democracy, alliance of health workers, community medicine foundation, council for health and development etc.

@melys:what to you is helping “peacefully”? is rallying a form o fviolent action to you? as you brand it: Rubbish. i would suggest that you read your constitution article 4. the bill of rights clearly states the freedom of association and assemblly, bakit kaya ito ginagarantiyahan ng konstitisyon?
*planting trees four times a year is good, but if we dont protest the use of coal, o destructive mining what difference can those pittyful trees make?

doing charity work is commendable, but we cannot always rely on spontaneous charity to feed the poor, we need to solve the question on why there are poor, and why people go hungry. This is precisely what Bishop helder camara said. why is it that when i feed the poor i am called a philantrophist but when i ask why there are poor, i am called a communist.

        – it might not be that big a difference but it surely is way more productive than staying out on the streets shouting.

“doing charity work is commendable, but we cannot always rely on spontaneous charity to feed the poor, we need to solve the question on why there are poor, and why people go hungry. ”
        – will rallying solve your questions? will it feed the hungry?

“i would suggest that you read your constitution article 4. the bill of rights clearly states the freedom of association and assemblly, bakit kaya ito ginagarantiyahan ng konstitisyon?”
        – no one’s questioning that. if only you can bring it to the proper forum. then, go ahead. but it’s not a sight to behold to see the same people, screaming, complaining out on the streets over and over again – with no end in sight. have you ever thought of bringing your group to pasig river? siguro, if those thousands of protesters will help out clean the river and that scene being shown on tv, kahit ako, kukuha ng tiket at sasama sa inyo. just act everything out. the time to complain is gone. kahit sibuyas, no matter how ‘pittyful” – itanim nyo na. ngayon. just that. hindi na kailangang nasa article yan o dapat sabihin pa ng bishop. gawin nyo lang. wala pang naaabalang iba.

@melys; poverty is never beautiful melly, if there is one thing that is not”a sight to behold”, that is extreme poverty. i did not mention anything about rallies being the be all-end all solution to that. what we do is empower the people to engage the structures of the state to act on thier problem, sure you will say” but the government cannot answer all your problems”. yes thats true but the state can mitigate people’s suffering by reviewing their policies. on debt payment, on privitization, on;land reform.on taxation. etc. thats where protests come in. collectively engaging the system to.. say voice out our oppostion to VAT. I look forward to vision (complaints should be brought to courts), management strategies (not ideas on traffic matters of counterflow), sure-footedness (EO the ultimate exercise of president’s legislative powers should be well-studied), agility in crisis (especially if water riots are going on) and problem solving attitude (sizing up and solving PAGASA’s limitations and not scolding them), and use of civil service merit system in hiring (not political debts to the Abads).

  6. Nice to know how PNOY reflected some irregularities of the past administration in his 1st SONA,how he intends to clean up the mess but in general, his SONA harbors ambiguity, mentioning only irregularities like overspending of calamity funds,MWSS & DPWH issues,NBN-ZTE scandal, etc. but not a firm resolve to put those elu…sive big fishes behind cage in pursuit of real justice,to serve the best interest of the Filipinos!but with the Aquino’s share of political misfits (ex. Hacienda Luisita Massacre)…I doubt if he will have the political will to prosecute the filthy thieves/plunderers like GMA who had become mum on such massacre case.

  8. I agree that Pnoy’s first SONA was short, direct to the point and lacked in details. However these were factual, which was the most important. Kahit ano pa sabihin ng mga dating ex-cab sec ni Arroyo on how innacurate ang binigay na info because obviously both the latter and incumbent government managers have different POV over the previous policies and how the incumbent see it fit.

So anyway, it was a 35 minute speech which I think focused on 5 immidiate problems of the nation. One of which is the lack of funds to spend for the remainder of the calendar year, especially the calamity fund. It’s basically setting the expectations of everyone on the current state of funds para di po kayo magulat kung kukulangin sa pang gastos. He stated that they will try to be creative in how to spend or seek additional funds for incidental expenses.

As for those who are looking for foreign policies, economic plans….IMO before even looking for solutions for those its much better to take care of the fundamental problems first then focus on those other matters after.

Minsan talga hirap ang mga tao to distinguish dreams from reality LOL

    1. Paolo,

I was working with the government before.

Halimbawa:

Sa inauguration speech, ang sinabi ni Noynoy ay: The sovereign will of the people should prevail…translated into: “kayo ang boss ko!” “Bawal ang wang wang, ang counterflow…” “Command responsibility does not end with me because I am accountable to the people.”

The country is close to bankruptcy (brought about by corruption and mismanagement). We have acute problems to fix.
We need money to attend to those problems. We, therefore, need to raise funds ( by, for example, leasing the current navy headquarters…by pushing for government-private sector partnerships, by identifying where our money went to and find out if we still can recover some). Maliwanag ang sinasabi niya: First things first.

  12. “Command responsibility does not end with me because I am accountable to the people.”

This is preposterous! Is he saying that the buck do not stop at Malacanang? I think you need to check your patola because as president, command responsibility ultimately ends with him and no one else.

    1. @danny:
Too much of a spin naman yun. Yan ang sinasabi kong pre-conceived notion o bias against, if you may. Napakaliwanag naman ang context: Si Noynoy, as commander-in-chief of the armed forces, o as president of the Philippines ay accountable o sumusunod sa will of the people. …all of those she thought was her birthright by virtue of her being president.
That was not preposterous. It is humility. It is a pure understanding of governance. Unless you insist on spinning it or seeing it your own subjective way.

To me, “kayo ang boss ko” is an empty if not hypocritical rhetoric.

  13. Normally I would have looked for a SONA that satisfies the SMART format in setting goals/objectives (Specific, Measurable, Attainable, REalistic, Timebound) as maybe most people with management backgrounds will expect…but the majority of the electorate are not managers, most of them are ordinary people who don’t appreciate high falluting, jargonistic, powerpoint presentations, complete with statistics, details of time lines, action plans, etc, etc..that economists (like Gloria) would like to regal everybody. We would look for this kind of expertise as we like to pretend we’re that intelligent and talk management…we like to much to pretend we’re smart that we allow ourselves to be hoodwinked with the figures…
The ordinary pinoy doesn’t appreciate all that, he just wants to know “kung nagkalokohan na ba talaga?” How much money we have on hand, how much do we need to live on, can we afford to spend for needs or wants? What good is a “road map” of sorts when all these infrastructure projects are being used as excuses to steal money from the government?
The prerequisite for a good manager should be integrity and decency foremost – as how are we supposed to know that the budget he’s proposing and getting is really spent properly?
Pnoy’s message, if you read between the lines, was mostly for the congressmen, senators, governors, mayors, etc., that this time around they should use the budget for its intended purpose.
We know that the president is close to powerless if he can’t dangle money over the Filipino lawmakers, he will not get any support, its a given fact of life in Philippine politics, these people are used to their pork and will fight tooth and nail to keep them.
The SONA’s message and even Pnoy’s wangwang initiative, is to appeal to these lawmakers for decency and an appeal for all the Filipinos to rally behind this call for austerity. The lawmakers must accept any austerity measures that will be initiated, they must take some cuts in their pork barrel is need be – as they are using their constituents as the main reason they cannot accept reduced pork barrels, Pnoy has appealed straight to the constituents also.
We can only be disappointed if we depend on others too much for our needs, dreams, aspirations, if we depend on others to fulfill these for us we will definitely be disappointed as people have a tendency to let us down. We must learn to be self reliant, to rise above our perceived limitations and achieve.
Its right not to have too high expectations on our leaders, we must have high expectations on OURSELVES and work for it. If we dream big, we can achieve big! Personally, if we want financial independence, a new car, a house, a big LCD TV, anything is possible, but we have to put some effort and time, not to mention – motivation to succeed.
If we have very low expectations form our leaders, its okay, as long as we have high expectations for ourselves, then we’ll be going somewhere…

Kundi, you’ll never hear the end of it.” Sasabihin pa ng mga yan na…”anooo? Tanga! (psst..pero sa atin-atin lang ha? karamihan diyan sa mga bumabatikos na iyan deep inside their hearts, they know that P-noy is sincere, means well and most of all, may integridad. pero syempre la pa silang lakas ng loob na aminin yan sa ngayon.)

Yap? Di ba nung nagpainterview siya kali-kaliwa after the SONA, kesyo wala daw over-importation of rice? Bakit kamo?

At eto pa, Mr. Yap — anong ginawa mo sa donation ng US (from Georgia, specifically) to develop Hershey peanuts? Ano kaya ibig sabihin niyan?

Iniimbestigahan na po ito, mga kababayan. Di pa lang po nilalabas ang issue na ito na pinakakatago-tago up to now and you, PH bloggers are fortunate to know this first. Kaya dahan-dahan po ang iba diyan sa pagsasabi na walang ginagawa ang P-noy at baka unti-unti rin kayong mapahiya (like Yap) in the end. We have a serious president, whether you like it or not.

And also he said that he build some houses for the soldiers and policeman And I think its only paid for only 200 pesos per month, well that’s a really good help for them right? because some of them really need homes. So another opinion here is that the leftist need to wait more because its only been a year in his administration and their are so many wrong errors that he is making decisions of.
